Yes, that seems to be a bug -you should be allowed to go back to the
nothing-selected state.

In fact, it appears that the ability to unselect when "multiple selections
allowed" is set is independent of empty allowed. SO this also allows
cmd-deselect
"choose from list {"a", "b", "c"} with prompt "Select one:" with multiple
selections allowed".
