I figured this out. The files I was trying to unlock were downloaded in a zip archive and when unzipped they ended up locked and without file type or creator. The error I was getting (undecipherable in OS 9.2.2, but I tried again using OS 8.6) said that the files were busy! When I used ResEdit to get info, that's when I discovered that there was no file type or creator, but they sure were not busy. I used a utility called ChangeTypeCreator to give them all a type and creator and then my script ran OK under both 8.6 and 9.2.2.

I think this should be considered an AS/Finder bug and it is long-standing, obviously (but at least with a slightly more useful error message in 8.6). I guess the Finder just doesn't like mystery files.
