Because they didn't program it that way.

Use the System's Script Menu instead.

1) create the the folders in this path if they don't already exist:

~/Library/Scripts/Applications/iPhoto/

2) Place your scripts in the above iPhoto folder. They will be available when iPhoto is the front app by dropping the System's Script Menu.
