2. Shouldn't one always cross-develop back to 10.1? What's the point of limiting audience for a program. Does cross development make the application bigger or slower or have some other deleterious effect such as slower compilations?

I made the descision to limit backwards compatibility to 10.2. I suppose you would need to decide what the audience for your application is, and decide compatibility based on that. You could always add more backwards compatibility if your users/customers require it. If you avoid egregiously cutting-edge features (such as the new "controllers"), it'll help.

It would be nice if Apple could release updates for 10.x where x<3 to bring the APIs more in line.
