The closest thing I'm aware of is:
/Developer/Applications/Interface
Builder.app/Contents/Resources/IBAquaGuideRules.plist
This is the data that Interface Builder uses to generate the guides for
positioning views. It might be useful to you to grab the numbers out of
there and put them in some form that would be appropriate for whatever
you need...
