BSD.pkg installs that file too. It looks as though you've either got some
disk problems, or for some other reason BSD.pkg has not been installed
properly. (ie completely.)

Is there a way to check if everything in a receipt's BOM has actually been
installed or not? Presumably the Apple Installer.app verifies it has
installed a package correctly too..
