If I look under Format->File encodings, I have a check mark for the
source file to be Unicode (UTF-8). Shouldn't that be enough?

Since I started using Xcode, My Toolbar items have strange characters
when I am using some of our norwegian characters. For example, this:
[toolbarItem setLabel: @"Les opp"];
[toolbarItem setPaletteLabel: @"Les opp"];
[toolbarItem setToolTip: @"Les opp jobb"];
makes the Toolbar item showing the label with two strange looking
characters for the "e" character.
Is this a setting in Xcode?
