Does anyone at Apple have an official stance or suggestion? I seem to recall this being a sour point previously.

I'm pretty certain that the "first time I play a sound it's delayed" problem is due to the sound hardware being put to sleep and taking a bit of time to wake up. I'll bet if you have iTunes playing you won't have this problem.

Anyhow, as was already posted, playing a silent sound shortly before one is likely to need the real sound has worked very well for me.
