Framework loading

Is there a way to make sure that at launch time if a certain module is incompatible with the operating system it will not load? In this case I'm only act6ually initializing and using the module when the user has 10.3 but if the user has 10.2 then it is not suppose to in any way touch the module for 10.3 . Unfortunately when I launch the app it bounces once and exits. I know exactly why, but I do not know hot to make the 10.3 module stop trying to do what ever before it actually loads
