Obviously I'm suffering from some kind of brain freeze here because I
didn't even think of the console. Doh!
I'll try sending him a disk image to see if that solves his problem,
and suggest he upgrades his Stuffit Expander.

Check the Console to see if any error message is generated. At a
guess, he's using the broken Stuffit Expander that doesn't remember
permissions to expand your archive. Use an internet-enabled disk image
instead.
