saving text files with bad characters

My application lets users enter text and then that text is saved in
rtfd files. I've just discovered that in some cases (if the entered
text contains bad characters) then all text following that bad
character will be lost until the next paragraph is reached, then
saving will continue. This only seems to happen when saving in rtf or
rtfd format, saving works OK in plain text format.
Here's an example file:
http://www.hogbaysoftware.com/bad_text_file.txt.zip
Download it and open it in text edit. You should see:
"Select all and copy all this this, then paste in HogBay NoteBook.
<BAD CHARACTER HERE>All this text (until the end of the line) will
disappear after you close the entry and open it again.
This Text will not disappear because it's on a new line."
Now convert that document to rich text format and save it. When you
reopen it all text following <BAD CHARACTER HERE> will be lost until
the new paragraph is started.
Can people reproduce this? Is there a recommended workaround or
advice that I can give to users so that they are not effected. The
user who sent me this file says the text originally came from a
windows based text file, and that this bad character appears in many
text files that he's importing from his windows computer.
thanks,
Jesse
