Volume does not support setuid

Our Doorstop X firewall app is based on MoreAuthSample to do root-authorized operations such as setting ipfirewall. We have one beta site where MoreAuthSample returns  kMoreSecFolderInappropriateErr because the volume is ignoring setuid. This would not be surprising except that this is on the OS X startup volume (in ~/Library/Application Support/ ).

Specifically, MoreAuthSample checks for the volume ignoring setuid by getting the statfs struct and looking for the flag MNT_NOSUID in f_flags.

Does anybody know what might cause this on a startup volume and what we might to do get our tool installed and setuid?
