It sure sounds like the same thing.  Google tells me that there's a way to
call there's a function SetApplicationDockTileImage(  CGImageRef inImage )
that will swap the Dock icon without calling the Cocoa method.  When I get
done with doing my real job, I'll give that a try later today so I can tell
if it's a Dock or Cocoa bug, though it may take a few days for the symptoms
to appear, I guess.  Either way, there doesn't seem to be much to be done
about it other than filing a bug.
