Yes, absolutely. You can even win a nice award within 3 years.
I was in the same situation in 2001, and just started by buying a book on C.

In my opinion, what you need is:
- drive and enthusiasm
- buy a book on C, read the basis (first half), then buy a good book on cocoa.
- it helps when you have an app in mind already, and start working on it as soon as you can
- to read a lot, on the internet are tons of good websites and tutorials
- search a lot the cocoa-dev archives at cocoabuilder.com, you can find almost everything there, certainly my saviour more than often.
- time. it's gonna cost loads of time. it's worth it, but just that you know!
