OpenGL with Cocoa?

Is the API for OpenGL in Mac OS X available through cocoa calls, or is it only available as a lower-level API?

I know there's a OpenGL view in IB, but other than that I haven't seen any references in the Foundation or AppKit APIs to OpenGL stuff.

If it's not a cocoa thing, is there a mailing list that deals with programming OpenGL in Xcode?

My basic question is, is there anything special I need to know about the Mac's implementation of OpenGL in order to be able to use the OpenGL "Red Book" as a tutorial to learn OpenGL on the Mac, using Xcode/IB/Cocoa as the development tool?
