The best site for newbie OpenGL programming on any platform is http://nehe.gamedev.net/. Many if not all of the lessons are available for download as Cocoa X-Code projects. You will also find lots of good samples provided by Apple on your hard disk and at developer.apple.com.
Open GL is well supported on Mac OS X and X-Code is a fine way to develop Open GL applications. Cocoa is almost but not quite irrelevant when writing Open GL applications.
