I wonder if taking a cue from the 37 Signals folks is a good idea. I
feel like many of these "focused topics" could sell well as
downloadable PDFs for, say, $9.95 per download.

The Pragmatic Programmers offers this publishing option for authors in what they call "Fridays" - http://pragmaticprogrammer.com/shopsite_sc/store/html/page8.html

I've purchased/read several books from The Pragmatic Programmers so
far, and i've not been disappointed yet, so they seem like a pretty
cool publishing company. If there's any author out there willing to
take a shot at writing a focusde Cocoa topic book, i'd say its worth
checking them out.
