Custom Toolbar

I have a need to make a custom toolbar. Cocoa's standard toolbar will not work for this application (no lectures please). It would great if it had similar capabilities to the standard toolbar. The user could rearrange tools on the toolbar and drag other tools from the master palette into the toolbar, etc.

My question is what would be the best way to approach the problem? Core Animation, NSCollectionView, something else. I seem to recall some sample code that might help but I can't remember what it was.

Has anyone ever done a custom toolbar and care to share a few details on how you did it?
