Kirk,
How do your images look in other Apple applications like Preview and
Safari?
I recently went through a bout of weird color management behavior with
10.3.6 very similar to what you describe. I don't use iPhoto so cannot
attest to how it was affected, but Preview and Safari both acted
exactly as you describe, even down to the bit about applying a monitor
profile with a 1.8 gamma correction.
At the suggestion of Apple support I ended up archive and installing
OSX (a total pain) but it did remove the offending corrupted folder and
all was back to normal. Shortly after my ordeal, Jason Sewell, a poster
at Rob Galbraith's forum pointed out that some color management issues
can be traced to a corrupted (and well hidden) colorsync preferences
file and supplied instructions on how to remove that file through the
terminal. It solved the problem for a few others who were reporting
similar problems but was too late for me so I can't personally endorse
the procedure.
