There are two things I would try:
1) First thing: Run a maintenance utility (like Onyx, or Cocktail). That is likely to clear up several issues having to do with permissions, cache files, cron data, etc.
2) Second thing: Make sure that Photoshop CS3 isn't running (if it is, quit first), then trash the Adobe Photoshop CS3 preferences (they are located at (User) > Library > Preferences > Adobe Photoshop CS3 Settings > Adobe Photoshop CS3 Prefs.psp). Since you're at it, also trash the "Color Settings.csf" file, which resides in the same location. Then restart Photoshop CS3, and see if things work well now.
I would do both of these things. If the problem persists, then it's time for advice from someone else, because I wouldn't know what to suggest at that point.
One more thing: I see no need to place that profile (or any profile, for that matter) in both ColorSync folders (at the system level and at the user level). Placing the profile in the ColorSync folder at the system level makes it available to *all* users. So, anything else is redundant.
Lastly, the reason why you see the name spelled one way in your Finder and spelled slightly differently (or even *very* differently) in the pulldown menu inside Photoshop is because Photoshop shows you the *internal* profile name. Each profile has both an internal and external profile name, and the two are not necessarily the same. To see this for yourself, double-click on a profile (any profile): that will launch the ColorSync Utility. In the upper portion of the window that comes up, click on the Tag called 'desc': in the lower portion of the window, you'll see an entry labeled "ASCII Name": that is the internal profile name, the one that you see in your profile pulldown menus in Photoshop.
