I don't see how that could be read to mean anything other than the FOV used
with the actual measuring instrument.

If the field of view of the measuring instrument was indeed 2 degrees from say 1cm away? It would be measuring colour from a somewhat small area. About 0.3 mm diameter or about a pixel.


It will be referring to the 2 degree or 10 degree observer.
(Calculated from the spectral data from the spectrophotometer and xyz 2 degree or xyz 10 degree data)
