This was discussed back in February, and with the risk of opening the whole Application vs Webserver resource debate again:

I usually use WOResourceURL something like this in my component html head:

<link rel="stylesheet" type="text/css" href="<WEBOBJECT NAME=ResourceURL1></WEBOBJECT>">

and this in my wod:

ResourceURL1: WOResourceURL {
	filename = "project.css";
	framework = "app";
}

with "project.css" in my project's resources.

It fulfills all three of your points fine for me.
