This is not a direct WO question, but I imagine many on the list have had to solve it for WO apps, so I'll ask...

Our WO application verifies new registrations by sending a confirmation email with a link to a direct action that finishes the registration process. All standard stuff. But many of the customers (especially Yahoo accounts, but many others as well) do not get their emails because they are refused as spam or (in Yahoo's case) delayed by hours.

I've done everything I can think of, including making sure the email content is not spam-like, and I've set up the DNS with appropriate SPF records that says it's OK for the server to send mail from that domain.

Of course I've responded to all "click here to remove xx.xx.xx.xx from the black list" requests,

That's the problem, most spam filters will put a high probability of spam when they see a line like this in the content. You should write something like most mailing lists are asking: « click here to confirm your registration » and « if this email was send as a error, please ignore this email ».

but some messages are just refused. I suspect that the IP addresses we inherited for our new colocated XServe were perviously used by spammers.

Check your IP in various RBLs to see if it's the case.

Does anybody have any suggestions on how to overcome this problem? The client is tearing his hair out. Is there a commercial mail service where I can send mail for it to take care of?

No solutions are perfect. Are you including images in the mails ? If yes, does the images are included as attachments in the email or are links (<img src>) to a Web site ?

BTW, I jumped through weeks of hoops with Yahoo, but in the end they decided that our application was not justified, despite the fact that every single email is requested by the recipient, and they never answered my request for explanation.

Open a Yahoo account, send a sample email from your WO app to your Yahoo account and check if Yahoo! Mail is displaying any alerts/ warnings when you view the email. Do the same time with HotMail and Gmail. _______________________________________________
Do not post admin requests to the list. They will be ignored.
