Where are you wanting it to be set? If you want it set for your window
manager, you can set it in your ~/.xinitrc before starting the windows
manager. If you want it set for programs launched from the
Applications menu, you can set it in the command for each one. You can
also set it in the plist, as others have said.
The problem I have with using to plist is that you can't use other
environment variables and can't set other things. Setting PATH in the
plist doesn't do everything that, for instance, your .cshrc. You would
have to set the entire path; you can't just add to the default one.
I source a file from my .xinitrc and also from the Application menu,
like this:
source ~/.cshrc;xterm
randy.
