On the french keyboard numeric chars are shifted on the first row.
There is a special "french numeric" keymaping in MacOS which allow the
shift-lock key to lock the first row as well. This is useful when
entering number without a numeric keypad.
This is not functional under X11, the two french keymap variants, when
toggled from the menu, are the same.
I think this must be a special option that X11 doesn't know about. If
you use the KeyCaps application you can see that it doesn't change
either when switching from fr to fr-numeric
I'll file a bug about this,
