My keyboard is set to British (UK) -- switching to a US keyboard does
remove this effect, well spotted. But there aren't any modifier keys for
a UK keyboard (and it doesn't happen in terminal or anywhere else I've
noticed).
The thing I did try is unchecking the X11 preference to "follow system
keyboard layout" but that doesn't change the behaviour (probably because
it only has an effect if I then modify the keyboard in some way, which I
didn't do...)
