You probably don't have a window manager (like quartz-wm) loaded. Are
you using X11 0.2.1 or an earlier version? If you have a .xinitrc file
in your home directory, what's in it? If you don't, what's in your
/etc/X11/xinit/xinitrc file? Does anything suspicious appear in
Console.app when you launch X11?
