This is essentially up to the ports maintainer, however as William
states the general policy of MacPorts is to use its own libraries:

This generally provides a more reliable solution across different
versions of Mac OS X. This can however cause problems, like you point
out, where ports are not upto date.
Ben is actually the MacPorts maintainer of most of the x.org ports and
I know he did a lot of work getting the ports to the stage they are
now. I try and look through and see which ports need updating.
