Yes, the X11.app in Leopard will be based on the X.org codebase.
Aside from a higher version number (and a move from /usr/X11R6 to /usr/
X11), there won't be too many user-visible changes in X11.app. I
imagine we'll pick up both bugs and bug fixes from the newer code, but
hopefully more one than the other!
In general, we're trying to merge back with the upstream X.org code.
Eventually, you (or anyone else) should be able to download the latest
official X.org source release, build it, and end up with something
equivalent to the X11.app we ship with OS X, plus the latest bug
fixes. I believe Fink has some X11R7.2 packages available, and I'm
working on some portfiles for MacPorts, as time permits.
