In Xcode's preferences, you can set it to "Save project window states
when closing" (under General).
This saves the position and size as well as open documents.
I don't think there is anything to set a specific column size,
however, under the Text Editing section, you can set it to show a page
guide at the column you specify (default: 80).

I would probably file something like this (settings not being saved) with Radar.

They did something with this in Xcode 1.5... I don't have the release
notes on hand, but I remember something about the editing mode in
there.
For me, when I double-click on a file, it opens it up in the project
window and in a new window... hmm... but I always work in the project
window, so it's probably just my preferences.
