Recommending that users perform the update to 10.3.9 is one thing, making it possible for them is another. There are still many people that either do not have a modem or are on dial-up. It is my experience that these people typically do not do the software updates unless they can be purchased on disk (for a nominal fee). It is my experience that these same people are not typically updating their application software. Ergo their status quo is maintained.
