We ran into the unnecessary rebuilding last week, even though distributed builds are turned off. It turned out that the culprit was the inclusion of source and header files from subprojects directly in the top-level project. I had set up the project this way to make "Open Quickly" and "Open Source File/Open Header File" work as I expected. Once I got rid of the headers from the project, it stopped misbehaving. The only problem now is that I can't jump directly from a subproject's source file to its header file and vice-versa, but that's a small price to pay for not rebuilding for ages.
