Why do people keep saying that? Is it outdated information?

I just drag a folder into "Resources" in the project tree, and select
"folder reference", and XCode creates the folder within the resources folder
of the target and copies its contents. No adding of anything to any phase.

No it's not outdated because both are correct. You either have to manually add the folder to the Copy Bundle Resources build phase (the first approach), or make Xcode do it for you when you drag the folder in (by checking the appropriate target in the targets list).
