Usually, when I drag a framework into the project's "External Libraries and Frameworks", Xcode makes a corresponding entry in "Link Binary with Libraries". So I forget it's there. But sometimes, it doesn't.

There isn't anything special about the "External Libraries and Frameworks" group; it's just an organizational tool.

When you drag anything into your project, Xcode presents you with a sheet. At the bottom of this sheet is a collection of targets that you can add the thing you dragged to. When you add a framework to a target from this sheet, that's what ensures the framework is added to that target's "Link Binary with Libraries" build phase.
