I hope it's safe to assume you'll be testing whatever this is on at least one computer with 10.3 installed. If that is indeed the case, wouldn't it be a lot simpler to search for "en.lproj" folders (and other languages you want to support such as "de.proj")? And yes, there are lots of them in 10.3. If I planned to support a language I couldn't find doing such a search, I'd be sure to test it and if for some reason the name I was using didn't work, I'd just change the name of the .lproj folder.
