My understanding is that is free; Apple gives it away for the asking (just that you might have to set up an online ADC account first to gain access to it).

For example, if I have a five year old Mac, built before Xcode was
authored, I can download Xcode for free and put those bits on there,
without any money changing hands.

True or false?

If you want old versions of Xcode you can find them under the download
section of an (free) ADC online account (once logged in).

Note that Xcode versions have different base Mac OS X version
requirements... so you may have to purchase an upgrade to Mac OS X if
you don't have then OS version required for the version of Xcode you
want to run.
