As long as you run Tiger (purchased or not), you can create a ADC Online account for free and download Xcode 2.4.1 (or any version of 2.x) and run on your machine. Elderly versions of Xcode is also available for Panther systems. If you have a Jaguar system, you can download the developer tools from december 2002 and install.

For example, if I have a five year old Mac, built before Xcode was authored, I can download Xcode for free and put those bits on there, without any money changing hands.
