As others have basically said, Xcode is an optional install available to all Mac OS X users, and any given version of Xcode is tied to the version of Mac OS X for which it was released. If you need to build interface elements like windows or menus, you'll need to use Interface Builder and that's tied to specific versions of the OS as well. In both cases you really want to use the most recent versions you can.


You didn't give any information regarding the kind of development you want to do, but...

- What I haven't seen mentioned is that if at all possible, you want to be using Xcode with the fastest, most powerful Mac you can afford. Xcode is pretty much designed to make use of lots of RAM and multiple processors/cores.

- Every Mac Apple's sold recently is based on an Intel processor. If you plan to write anything for public consumption you're going to need an Intel-based Mac. You can use Tiger and the latest Xcode to build applications for Intel using a PowerPC, but you'd be crazy to release anything for Intel without having used an Intel Mac for testing and debugging purposes.

My point here is that while you can learn Xcode and get started on a Mac that's five years old, you should plan on getting something newer as soon as you can swing it.
