If you plan to write anything for public consumption you're going
to need an Intel-based Mac. You can use Tiger and the latest Xcode
to build applications for Intel using a PowerPC, but you'd be crazy
to release anything for Intel without having used an Intel Mac for
testing and debugging purposes.
Yyou'll want to have a PPC Mac as well if you're serious about
testing. Rosetta is all nice and such, but if only to judge the
performance on a PPC machine you want to have one. Also, while I
haven't seen a Rosetta bug in the latest versions of 10.4 (earlier
ones had one that I ran into, beautiful false-color drawing), you
can't fully guarantee the app you tested in Rosetta will run exactly
the same on a PPC Mac. Then there is of course the problem that you
can't debug PPC code on an Intel Mac, let alone test with 10.3.9 if
you wish to target that as well.
