Filed Oct 2005 - 16 months ago. Who knows when #3532481 was filed,
it's even older.

Are you seeing the problem?
No I don't. Well actually I do see a problem and it is related to
assumption you are making ...
Apple has to balance 1000s of bug reports and feature requests from
inside and outside of Apple as well as changing environments that they
have to support (for example that whole switch to Intel thing... a lot
of tool work to allow that to happen so cleanly).
The more requests for the same capability the more likely it will be
addressed but your requests may not line up with the design intent or
model they want in Xcode... so they may never be addressed.
