For the archives: there are a number of options, either under / Developer (or wherever you put the dev tools) or under /Library (not ~/Library, as I believe was supported in the past). I chose to put my custom file templates in /Library/Application Support/Developer/ Shared/Xcode/File Templates, starting with a copy of the out-of-the- box file templates.

~/Library is supported using the same paths supported under /Library.
