IB snap guides off by 1 pixel?

Why does it always seem that IB's guides are off by one pixel when snapping to the enclosing view?

For example, make a window (Cocoa or Carbon), and put a scroll view inside it, then drag the corners to grow the view to be the same size as the enclosing window. Then run it. You'll notice that the scroll bars have a little gap between them and the grow box. I always have to get in there and expand the view by an extra pixel to make it look right.

Is this a bug in IB, or am I doing something wrong?
