Xcode 2.4.1 should be looking for svn in /usr/local/bin by default.
There is a user default that you can use to change this.
Note that Subversion isn't part of either Xcode 2.4.1 or Mac OS X
10.4; you need to get a third-party distribution and install it, or
build it yourself.
I am getting complaints from subversion along the lines of:
svn: This client is too old to work with working copy.
Subversion 1.4 includes a working copy format change and it auto-
upgrades any working copy it touches. Thus it sounds like you're
trying to use Subversion 1.3 or earlier with a working copy that was
checked out, updated, or otherwise modified using Subversion 1.4.
