My questions
(0) Is anyone using a similar config for development under Leopard and Xcode 3?
(1) How is the experience?

I've used a 1.33 PowerBook with Xcode 3 and it's really painful unless your projects are tiny (text editing is unusably slow). YMMV, but I'd recommend waiting for your new machine.

Agreed. I also have a 1.33 PB and it is painfully slow. Even Xcode on my dual 2 GHz G5 is so painfully slow that small to medium (subjective terms to be sure) projects are simply easier to write in vim due to the massive speed increase (there's never any type, wait, wait, wait, text appears on the screen).
