1) People may correct me, but I think this is pretty OT for the Xcode list.
2) You probably want to look at MacPorts to get an install of gtk+ if you want to make it available to tech savy users only
3) If not, you will have to do a proper port. If it's written half well you'll be able to abstract all the GUI stuff off the top and build a Carbon/Cocoa GUI
