I think they're waiting for the SDK to be "done" (whatever that
means), and/or still trying to figure out what exactly to do with
xCode development in terms of trying to keep the interface
consistent, etc..
I sign NDAs for the companies I work for but then I am free to
speak with the team to provide solutions. Stuff like this is why
Bill Gates is a godzilla-ionaire. Nothing like this with DirectX.

Yep. Unfortunately, NDA's also seems to be "The Apple Way". The
worst thing is - if something is under NDA, if the product
disappears, the information is buried forever.. This goes back to my
personal beef about not having the headers (not code) and some
internal documentation about the (lower-level, C++) Newton OS, and
the beta Dragon speech recognition engine for it..
