Refactor menu never enabled

Folks,

I've found and reviewed the Xcode Refactoring Guide, but I seem to be missing something obvious. The Refactor menu item under the Edit menu is never enabled. I've tried a number of different things (quitting and restarting included), but nothing seems to cause that menu to be enabled. I'm selecting code in my project (which I assumed would be the proper starting point). What am I missing?

Also, regarding renaming, is Xcode smart enough to deal with the SVN implications of such a change when I change the name of a class which causes the name of the .h and .m files to change?
