No UNIX Development Tools on Snow Leopard

Recently I tried to build libpng on Snow Leopard, which I had done
successfully on 10.4 and 10.5. I was surprised that there is no GCC or
make in the command-line (at least not as on 10.4 or 10.5, where the
tool is accessible by default). I tried to reinstall Xcode 3.1.29 and
found the "UNIX Development Tool" item was grayed and could not be
checked on.
I didn't check the latest Xcode 3.1.3 on Snow Leopard. Does anyone
have similar experience? Is that caused by the non-GM status of Snow
Leopard, or does the policy of development tool deployment change, or
will 3.1.3 be ok, or will a version later than 3.1.3 coming with Snow
Leopard? Or was that only I missed anything?
