Hearing Alerts

I have a question regarding the "screen flash" that occurs when the Mac OS beeps. I notice in Mail that when I send mail, I see the visible alert when I hear the swoosh/take off sound of mail being sent. But by the same token, iChat sounds don't cause the flash to happen. As a developer, what guidelines do I have on when to use the screen flash and when not to.

For example, Microsoft Office has many sounds that provide feedback to the user, but they don't cause the visible alert to trigger. Is there an API to trigger the visible alert like Mail does? (If that's the expected behavior)
