Status of Carbon double-notify bug?

There was a bug in Mac OS X 10.2.x Jaguar that caused Cocoa applications to
issue certain notifications twice (namely, activate/deactivate and
hidden/shown).
I was given to understand that the problem was that Carbon wasn't smart
enough to know not to issue a notification of its own when Cocoa happened to
be taking care of these notifications, so Cocoa applications ended up
issuing them twice -- once from the Cocoa code and once from the Carbon
code.
My testing indicates that this problem is still not fixed in Mac OS X
10.3.3.
I'm wondering if this bug is still on everybody's radar screen? It really
ought to be fixed.
